9th November 2009

To All Clubs and Referees in membership of the Association

NOTE FOR GUIDANCE

It is coming to the attention of the Association that referees are being asked at the conclusion of a game, that where a player or players have been cautioned or sent off, if the referee is going to submit the report to the County FA.

Please be advised that it is an offence to ask such question of a referee, please ask you Managers / players etc that if this is their practice, then it should cease immediately.

The Association wishes to give notice that any Manager or individual reported to the Association by a Referee for approaching the referee after a game to ask if he is going to submit his or her report, action will be taken against the individual.

Similarly, action is and has been taken against any referee who fails to submit a caution or misconduct report. Referees are reminded that all disciplinary reports must be submitted with two working days of the match.

Hopefully everyone concerned will act in a responsible manner which will preclude any such action from being taken by the Association.

Please continue to enjoy your football, and RESPECT the game.

Yours faithfully

MEMORANDUM TO ALL CLUBS, LEAGUES AND REFEREES

The Referees Committee have become increasingly concerned this season with the rise in use of offensive, insulting or abusive language at football matches. Whilst the Committee understand that football is a passionate game there has been an increase in the excessive use of such language.

The Committee would like to ask leagues for their support in emphasising the responsibility of clubs in relation to the behaviour of their players and to reinforce this message at meetings and in communications with their member clubs.

Equally the Committee would like to appeal directly to clubs and remind them that the behaviour of the club’s players is the responsibility of the club itself and it is not acceptable simply to leave this to the referee to deal with. Clubs can take a leading role in tackling such behaviour and ensuring that the environment matches are played in is friendly and can be enjoyed by all involved.

Referees have the power to take action against the use of offensive, insulting and abusive language under Law 12 and the Committee will fully support referees who exercise their powers under this Law. Whilst referees do tackle offensive, insulting and abusive language directed at match officials it has been noted that the excessive use of such language in a general manner (i.e. not directed at the match officials) can sometimes go unchallenged and the Committee would like to draw on your support to tackle and, if required, take appropriate sanctions against those committing such offences.

Please remember that all of us, clubs, leagues and referees alike have a responsibility to the game as a whole to ensure that is played in a good spirit and can be enjoyed by everyone.

Thank you for your cooperation and best of luck for the rest of the season.

Yours faithfully

As Ramadhan comes to an end some of the Phoenix players will be celebrating Eid, which will mean that regular patterns of eating and training will commence.  Therefore, the next two games for Phoenix are crucial as it will give the manager and players a clear indication of where they will finish this season .
